Victory on Portland Charter and 2022 Ballot Measure Recap

This Fall 2022, the Coalition of Communities of Color endorsed local, regional, and statewide ballot measures that advance racial justice across Oregon. Read on for a recap of the results of our November 2022 ballot measure endorsements.

Measure 26-228: PASSED

Portlanders said yes to a brighter future by passing Measure 26-228 to change Portland’s form of government and elections. By establishing districts, ranked choice voting, and professional city management, communities of color all have a seat at the decision-making table, with access to the services we need to thrive. This measure was the Coalition’s top priority, and we are thrilled that a resounding majority of Portland voters share this vision for a more equitable democracy.

The City of Portland is now implementing Measure 26-228 so that Portlanders can use ranked choice voting to elect 12 city councilors in November 2024. The new Mayor-Council form of government with a professional city administrator will officially begin in January 2025. Click here for the City of Portland’s transition website.

Here’s a summary of results from the other November 2022 ballot measures we advocated for:

  • Measure 26-232: PASSED - Providing Multnomah County voters with more voice and more choice by allowing them to rank candidates in Multnomah County elections.

  • Measure 26-225: PASSED - Helping ensure all communities have access to Metro’s parks and natural spaces by renewing the Parks & Nature levy.

  • Measure 111: PASSED - Prioritizing the health and wellbeing of every Oregonian by establishing a right to affordable healthcare in our constitution.

  • Measure 112: PASSED - Removing language allowing slavery as a punishment for crime in Oregon’s constitution.

  • Measure 113: PASSED - Holding politicians accountable for unexcused absences.

While we celebrate these victories for our communities, we are disappointed that Measure 26-231, which would have extended voting rights in Multnomah County to the fullest extent possible, did not pass.
