Update on PCEF

Protect PCEF:

Portland Clean Energy Fund (PCEF) Targeted by Portland Police Union

The Portland Police Association and wealthy special interests are continuing their efforts to raid the Portland Clean Energy Fund (PCEF) and advance their own interests. In November, they filed a ballot initiative petition to permanently divert 25 percent of PCEF’s revenue away from climate action projects to fund more police officers. The Coalition of Communities of Color and our partners challenged this measure in court and won.

But our opponents didn’t stop.

After filing a second measure, a judge has greenlit their request to move this measure forward and they will soon begin collecting signatures to qualify for the November ballot.

We have the power to fight back. 

In 2018, CCC helped lead the passage of PCEF—Oregon’s first ever communities of color-led environmental ballot measure. Today, we are asking community to stand with us once again to protect the mission and integrity of PCEF and keep this harmful measure from making it to the November ballot.

PCEF passed in 2018 with over 65 percent support from Portland voters. Since its implementation, PCEF has played a transformative role in our local communities through community-centered projects, including:

  • Strengthening our neighborhoods by expanding tree canopies, especially in underserved areas, that helps cool our streets, improve air quality, and create more healthy and resilient communities.

  • Bringing affordable, energy efficient heating and cooling units to Portland homes and businesses, putting money back in the pockets of residents while making while improving livability.

  • Reimagining the 82nd Avenue Corridor with safer pedestrian pathways, better transit access, wider sidewalks, and vibrant green infrastructure will transform it into a more connected, accessible, and thriving community space.

If approved, the police union-backed measure will:

  • Divert 25% of PCEF funds and dedicate those dollars exclusively toward armed police personnel within Portland Police, with no other allocations for public safety investments like Portland Street Response, firefighters, or 911 responders.

  • Establish a commission composed of the Mayor, Police Chief, City Administrator, City Councilor and police union representative tasked with hiring officers and administering funds – sidelining our communities and leaving us without a meaningful voice in the decision-making process.

This initiative is bad for climate, bad for police accountability, and bad policy.
